澳門開放外勞政策與管理機制評估 =Assessing guest labor policies and management in Macau
English Abstract
The research of Labor migration has been widespread pay attention with Chinese and foreign scholars, but most of the research focused on international labor migration and little in Macau’s. Therefore, it has become an important research for the assessing guest Labor Policies and Management in Macau. In this thesis, document analysis methods and case study are used to research the assessing guest labor policies and management in Macau. We will try to compare the different of guest labor policies between Macau and typical countries and using the William. N. Dunn’s public policy evaluation theory and the eight principles from the Macau’s law of 21/2009 -《Lei da contratação de trabalhadores não residentes》 to evaluate the assessing guest Labor Policies and Management in Macau. In conclusion, providing evaluate result for the policies.
Chinese Abstract
勞動力遷移的研究課題引起了中外學者的廣泛關注,但大多研究的焦點主要 集中在國際間的勞動力遷移,而對澳門地區勞動力遷入的研究甚少。 本研究從澳門現有的外勞政策入手,通過文獻探討與國內外典型國家的外勞 政策實施情況進行對比分析,採用威廉.N.鄧恩(W.N.Dunn)的公共政策評估理 論和澳門《聘用外地員工法》的八大原則,對澳門外勞政策的實施情況進行評估, 考察開放外勞政策對澳門地區的經濟社會發展所起的作用;並通過評估結果,分 析澳門外勞政策存在的弊端與漏洞,以期對澳門和類似地區在優化外勞政策和健 全管理機制上有所幫助。
