As gambling industry in Macau developed, crime increased, especially substance related issue. Probationer service becomes very important in assisting the individual, in addition to substance abuse treatment program. The current paper reviews the heterogeneous characteristics of probationers who have high comorbidities, theories and etiology of substance abuse phenomenon, substance abuse treatment and concern, relapse related issue, and at last, the probationer system overall internationally and locally. The review reveals that the current Macau system exhibits similar characteristics with other probationer systems, which consist of service gap, and neglect probationers’ unique characteristics such as their risks and needs. Implications were also discussed.
