Influence through international cooperation : the European Union's engagement with China in multilateral and bilateral mechanisms

English Abstract

Since the Cold War, the EU has been actively promotes cooperation with other countries or regional organizations in the field of politics, economy, energy supply and distribution, water management, against non-traditional threats to security, etc., The rapid rise of China has also caught worldwide attention. Both sides have (since 2003) started using the phrase “strategic partnership” to describe a broader joint vision of where the relationship should be headed. Therefore, it is worth studying the strategic cooperation of EU, and its influence through international cooperation. This is a research on European Union's engagement with China in multilateral and bilateral mechanisms. This paper study the EU's external cooperation from the perspective of EU common foreign policy; from policy-making procedure to explain how would EU-China cooperation program work, deeply analyze the reasons for the EU to promote cooperation with China, the content、process and results of the collaborative projects. Illustrate the work of European institutions running cooperation program, summarize the characteristics of China-EU cooperation, through detailed case studies of Asia-Europe Meeting (ASEM), and EU-China environment governance programme (EGP) to figure out the influence of EU’s international cooperation program on China as well as the effect of cooperation program.
