A comparative analysis of global environmental regime-climate change and stratospheric ozone depletion

English Abstract

Climate Changes regime and Ozone Depletion regime similarly employed the ‘Convention-Protocol’ structure to tackle global environmental problems concern the common pool resource. The second commitment period of the Kyoto Protocol for climate change regime was suspended with United States’ withdraw and the Montreal Protocol was deemed a successful international agreement because of its sustaining binding power and compliance by parties. Scholars are interested in these two environmental regimes with their similar structure but different outcomes. This thesis will employ Morrow’s model of international cooperation to analyze the intertwined distribution and information problem in the negotiation phase of the Montreal Protocol and the Kyoto Protocol in the purpose to explore the reasons that leads to the different sustainability of legally biding power of these two agreements, which is the key factor to succeed in an effective international regime.
