The narcotic drug trafficking in the Post-Soviet Central Asia : an analysis under the securitization framework

English Abstract

This thesis pays attention to the Non-traditional security issue especially the narcotic drug trafficking in the Post-Soviet Central Asia. It views "securitization" framework as a theoretical analysis tool and try to explore the development of securitization and discuss the theoretical defects by applying it in an analysis that how different external actors securitize the Central Asia drug trafficking problem with different ways. Moreover, it also explores the possible factors made these differences briefly. This thesisemphasis on the external actors echoed to the development of the narcotic drug trafficking problem taken as international security threat. Taking narcotic drug trafficking as an example to analysis, the main three external “speakers”- United Nations, European Union and Russia Federation will be chosen as three individual cases to comparing them laterally and longitudinally. By this way we can see how external actors involved in the drug securitization process in the Central Asia as well as explore the difference they have in their “speech acts”. The analysis will base on the securitization framework by analyzing actors, audience, referent object, existential threat, resistance and extraordinary measures to see the changes and differences in the securitization practice. On the whole, the drug trafficking as a security threat, its range was expanded, from “Mankind security” to “Global security” issue gradually. In all three cases the speech actors expand their security agenda by using so-called security “speech act” as well as change institution’s functions and resources allocation to intensify it. However, different actors showed difference on their securitizing motivation as well as the audience and measurements As for United Nations, it prefers to choose representatives and member states as its “audiences” and for EU and Russia, the “audience” became more diversity, not only contains the government and elites but also included general publics both internal and external. The analysis concludes that the securitization framework is useful in analyzing how external actors contribute to securitizing the drug trafficking problem in the Central Asia. However it still has some theoretical defects such as narrow emphasis both is discourses work and extraordinary measures aspects. On the other hand, the securitization framework cannot provide a good answer for the question what made these differences and changes. This thesissuggests that social development such as the economic and political change as well as actors’ characteristics should be taken into the consideration if the securitization framework provide a more comprehensive and useful tool for scholars.
