Early in the 1970s, scientists have warned about the threat of global warming to human progress. The First World Climate Conference recognized climate change as a serious problem in 1979. 1 Although some people still think climate change is of no concern and the change of temperature is nothing but a change in the weather,2 more and more unambiguous evidences prove that climate change is continuously deteriorating, and its scope, rate and impacts are even more serious than the scientists’ prediction. Today, tackling climate change is one of the great challenges confronting the modern society. Countries all around the World respond actively on climate change, and have made certain achievements. Among them, the European Union is not only the earliest but also the most successful one in dealing with climate change. EU has a series of relative mature and comprehensive climate change policies, the main of which includes EU Emission Trading System, Energy policy and Transportation policy. This thesis firstly explains the climate change is occurring a global scale and its impacts on humans, to remind people that climate change is worthy of high attention. Secondly, this thesis introduces the experiences and achievements in tackling climate change. Finally and the most importantly, this thesis comprehensively expounds EU’s climate change policy, including related institutions, legislation, decision making procedure of climate change, ETS, Energy policy and transportation policy, as well as their strengths and weaknesses.
