With the booming of the economy, the realization of trade in services is an irresistible trend in developing countries. As a burgeoning economy entity, China plays an important role in the world. Because of historical reasons, Hong Kong and Macao have a different economic situation. In this new era, the cooperation between the Mainland and the two SARs should be given a deep thought. In order to guarantee the stability and prosperity of the society, the Central Government made a lot of policies for the economic development and regional economic integration. It is undeniable that CEPA Hong Kong and CEPA Macao mirror the progressive advance of the cooperation. Macao, as well as Hong Kong are a SAR of China and has so long been a tiny economic entity in the world, even though Macao is famous for its gaming industry. The services industry is almost the only industry of Macao's economy. However, the quality of services in Macao relies on the cooperation with the neighboring places. The author is fundamentally concerned with the development of trade in services in Macao. CEPA Macao offers diverse opportunities to level up the services in Macao, however, in the last decade, it seems to not have been made full use of effectively. The factors influencing these phenomena are what the author is interested in. How can Macao takes advantage of CEPA in the coming decades to change its economic structure is what the author is eager to know. The thesis has five parts, including the introduction and conclusion. The introduction presents the specific topic and raises the research questions. The second part and the third part analyze CEPA Macao by focusing on its actual content. The author puts more emphasis on the CEPA articles concerning trade in services and implementation of CEPA in the past decade. The forth part adopts another perspective since it starts from an external angle to CEPA. Not only the comparison between CEPA Macao and CEPA Hong Kong, but also the relation between CEPA Macao and other regulations will be discussed. The author zooms progressively into the targets, from the Pan-Pearl River Delta, Guangdong province, the Pearl River Delta, finally to Hengqin, which as a part of China (Guangdong) Pilot Free Trade Zone, will become the key point of Macao services industry upgrade. The spirit of competition and cooperation will help both sides realize their dreams. The last part draws a general conclusion for the whole thesis. It will summarize the factors which influence CEPA implementation and suggestions from the author.
