官僚制與交通規劃政策 : 以珠海市為例

Transportation is always a key component of economic growth and globalization in the cities around the world, providing foundation for the sustainable development of a city. It also serves as an important indicator to measure the development level and reflect the core competitiveness of a city. By this, an adaptable and scientific transportation planning system develops not only the transport but also a city to some extent. This thesis, theoretically based on the Bureaucracy, presenting the example of Zhuhai, analyzes the adaptability of its current transportation planning system and exposure the main issues in implementing. Referring to the remarkable applications in different countries, i.e. U.S., U.K. and Japan, the present thesis seeks to find out the countermeasures for improving the Zhuhai's transportation system, contributing to the sustainability of the system and as well as of the city. The thesis mainly comes up with the following conclusions: The current Zhuhai's transportation system, to large extent based on the Bureaucracy theory, over emphasizes on the rules, the policies, and the management on work division, resulting in a series of issues, such as redundancies, organizations overlapping, lacking of supervision and confusion of responsibilities thus extremely affecting the efficiency of the transportation and slowing down the development of the city. Regarding to the concerns stated above, the author suggest several realistic approaches to improve the transportation system by integrating the management modes, absorbing the comments from local residents and also improving the legal system, in the hope of benefiting the continuous improvement of people's life. 交通作为城市经济与社会发展的命脉,是城市健康发展的基础性保障。城市的交通发展水平已成为体现城市发展水平与核心竞争力的重要标志。交通规划管理体制作为交通发展的指挥棒,其模式适应与否直接影响着交通行业的发展乃至城市的发展。因此,只有实现交通规划管理体制的科学性、合理性与效率性,才能实现交通行业的有效发展。 本文从制度出发,以官僚制理论为匿论依据,通过一系列研究方法,立足于中国国情以及珠海市实情,分析珠海市现行交通规划管理制度的实用性以及主要问题,通过对英、美、日各国的管理模式的对比,借鉴其成功经验与措施,以有利于客服当前交通规划管理体制弊端的视角,提出发展与完善珠海市交通管理体制的对策与建议,以期许珠海市交通乃至整个城市的可持续健康发展提供参考。 本研究主要得到以下结论: 当前珠海市交通规划管理体制以官僚体制为主,其虽具有一定的实用性与科学性,但由于其本身属性,尤其是过分强调规章制、等级制以及分工管理,导致了机构重叠、政出多门、职能交叉、监督缺位、权责不清等问题,影响着城市交通规划管理的效率,不利于城市的发展。 因此,珠海市的交通规划管理体制亟需健全与完善,立足于珠海市实情与特点,通过借鉴发达国家的成功经验,理顺管理体制,提出了健全法律机制、职能归口统一管理、建立一体化综合交通管理模式、注重民意的吸纳、正确处理决策、执行与监督的关系以及树立正确的交通管理意识的改革方向,以确保珠海市交通规划管理的合理性、有效性,提高交通行政的效率,改善政府形象,提高城市人民生活水平,促进珠海市经济与社会的可持续发展。 关键词:官僚制体制交通行政规划
