Sino-French relationship during the presidency of Nicolas Sarkozy : what went wrong?

English Abstract

Abstract Sino-French relationship, which was first established in1964, made great advance with De Gaulle accorded recognition to China in the teeth of U.S. opposition to recognize the legitimacy of the Communist regime. As observed by the People's Daily, both China and France, “each on the basis of its own position, while working in close co-ordination, are determined to work to check aggression and expansion, and to safeguard stability and peace in today's multi-polar world”. During the 49 years of the establishment of Sino-French diplomatic ties, it enjoyed a sound development momentum of the governance of Jacques Chirac as the best period in the French-China diplomatic history and also suffered some setbacks with the time of Mitterrand and Sarkozy. As we know, namely the president grasps the major foreign policy decision-making power in the traditional political behavior and the Ministry of Foreign Affairs is the executing agency. Therefore, the French president's personal understanding of China largely extent affects the foreign policies. After Chirac, President Nicolas Sarkozy's government recorded the twists and turns in Sino-French relationship. The problem of human rights, the economic and trade conflicts and strong RMB exchange rate has always been the controversial topic during the Sino-French relationship. This Paper tries to analyze the Sino-French relationship during the 5 years presidency of Mr. Nicolas Sarkozy whose character and diplomatic style disputed by the scholars and popular medium. The author especially applies the case study on the Sarkozy's human rights diplomatic policy during the year of 2008 and Sino-French economic and trade relations after the turning point year 2009, furthermore, to explore the performance of Sarkozysme in the Sino-French relationship and the deep reasons why Sino-French relationship became worse or the explanation why the unusual relationship in the past became the “normal” now. Besides, discussing the comparative study in constructive theory to conclude the reason and influence in the bilateral foreign policy, especially comparative the national interests and influence on the international relations like the United States and the E.U., which brings the challenges and pressure on the Sino-French Relationship. Even though the President Sarkozy facing the real prospect of becoming the first French leader not to be re-elected for a second term since Valery Giscard d'Estaing in 1981. This thesis wishes to explore his short president career and conclude the objective law to promote China-French relationship long-term steady and healthy development in the new government.
