Policy networks and the development of European Union's research & development policy

English Abstract

Ever since the 1950s, when Western Europe began its integration project, science and technology have been also gradually included in this process. After 1980s, the development of science and technology has been adopted by European Community to establish a unified market and to enhance the international competitiveness. EU’s policies of research and development (R&D) have made considerable progress both in its significance in public policies and in the EU Community's investments. This dissertation aims to analyze the development process of EU R&D policies, explore its properties and functions, and sum up the experience of R&D cooperation in the EU programmes. To this end, it has important practical significance to study and learn from EU experience, focused in the regional the R & D policy, on leading our country to develop regional innovation policy, promote the development and deepening of our zonal scientific and technological cooperation and enhancing our innovative capacity. At the beginning of this dissertation, the author presents the reason of selecting this subject and its significance, lists the current research achievements about this subject home and abroad. Then he will introduce the theoretical and methodology framework of the EU's R&D policy. Firstly, the author introduces hypothetical origin, characteristics and contents of the policy network model. The next part is to analyze its progress at different stages, while discussing participating roles and means in each stage. The Framework Programme was brought in as a case study, the author examines its background, contents, targets, decision-making process and implementation effects In the evaluation stage, the paper examines background, contents, targets, decision-making process and implementation effects of R&D policy and introduces the lessons of the EU's R&D policy to China.
