This study is based on the present policy about Macau University Student Loan regulations, under 48/2010 Order of the Secretary for Social and Cultural, implemented by Education and Youth Affairs Bureau. It aims at analyzing the equity/fairness of the Macau University Student Loan Policy the perspective of Foucault's Governmentality. This study adopts a qualitative research approach, with interviews and policy documents. All the materials are analysed against a framework of priniples of fairness from a perspective of ‘governmentality’. The results are presented as follows: 1. Student loan policy exhibits the principle of fairness 1.1 The rationale of student loans adequately reflects the equality and compensativeness in the principle of fairness. 1.2 The policy of student loans reflects the principle of fairness in various ways. 1.2.1 The application prerequisite adequately reflects the differentiation and compensativeness in the principle of fairness, while equity is reflected inadequately; 1.2.2 The selection reflects inadequate compensativeness; 1.2.3 The termination adequately reflects compensativeness in the principle of fairness; 1.2.4 The repayment provision adequately reflects differentiation in the principle of fairness; 1.2.5 .The loan amount reflects inadequate differentiation. 2. Student loan policy practice demonstrates the principle of fairness 2.1 The rationale of student loans adequately reflects the equality and compensativeness in the principle of fairness. IV 2.2 The policy practice of student loans reflects the principle of fairness in various ways 2.2.1 The application prerequisite adequately reflects the differentiation and compensativeness in the principle of fairness, while equity is reflected inadequately; 2.2.2. The selection reflects inadequate compensativeness; 2.2.3. The termination reflects inadequate compensativeness; 2.2.4. The repayment provision adequately reflects differentiation in the principle of fairness; 2.2.5. The loan amount reflects inadequate differentiation. The adoption of governmentality brings a new perspective to this study and makes the author better understand fairness of student loan policy. Finally, based on the research findings, suggestions on improving the fairness of loan policy are put forth, such as further investigation on the orientation of student loan policy under the trend of universal access to higher education is discussed and suggested.

本研究是以澳門教育暨青年局現行的第 48/2010 號社會文化司司長批示—— 大專助學金發放規章中貸學金政策作為研究對象,旨在從福柯的治理術觀點檢視 澳門大學生貸學金政策論述和實踐的公平性。 本研究採用質性研究法,通過訪談與文件蒐集的方式蒐集本研究所需的資 料,依據福柯的治理術理論依次呈現治理術的各個維度對公平三個原則(平等 性、差異性、補償性)的體現情況,獲得的結論如下: 一、貸學金政策論述對公平性的體現情況 (一) 貸學金理念充分體現了公平原則中的平等性與補償性。 (二) 貸學金政策對公平性的體現呈現出多種情況。 1.在申請條件方面,充分的體現了公平原則中的差異性和補償性, 而對平等性的體現有所不足; 2.在甄選依據方面,對補償性的體現有所不足; 3.在終止情況方面,充分的體現了公平原則中的補償性原則; 4.在還款規定方面,充分的體現了公平原則中的差異性原則; 5.在貸款金額方面,對差異性的體現有所不足。 二、貸學金政策實踐對公平性的體現情況 (一) 貸學金理念充分的體現了公平原則中的平等性與補償性。 (二) 政策實踐對公平原則的體現呈現出多種情況。 1.在申請條件方面,充分的體現了公平原則中的差異性和補償性, 而對平等性的體現有所不足; II 2.在甄選依據方面,對補償性的體現有所不足; 3.在終止情況方面,對補償性的體現有所不足; 4.在還款規定方面,充分的體現了公平原則中差異性原則; 5.在貸款金額方面,對差異性的體現有所不足。 採用治理術的觀點去分析,為本研究帶來了一個新的研究視角和思路,讓筆 者更有效的去理解貸學金政策中的公平性問題。 最後根據研究結論提出完善貸學金政策公平的建議,並且重新檢視和討論在 普及高等教育的趨勢下,貸學金政策的定位問題。
