Evaluation and suggestions on EU development assistance policy

English Abstract

As one of the biggest donors in the world, EU offers development assistance all over the world. Undoubtedly, EU development assistance policy has great impacts. Through the assistance of finance, technology and supplies, to a certain degree, EU promotes the economic development of developing countries and stabilizes the political situation of developing countries so that it can build a good environment for global economic development and can construct a good image of EU in the developing countries. The aim of this thesis is to evaluate the impacts of EU development assistance policy and to give suggestions on the problems of EU development assistance policy, based on the exploration of history of EU development assistance policy. This thesis is divided into five sections to evaluate the EU development assistance policy and to make analyses on the problems of EU development assistance policy. In Chapter I, it will give a brief introduction on the historical background of this topic. And it will also point out the significance of this topic, methodology used in this thesis, major concepts and limitations of the thesis. The main research issues of the thesis are to evaluate the impacts of EU development assistance policy and to give suggestions on the problems of EU development assistance policy in order to reflect the future trends of EU development assistance, especially the future flow of EU development assistance capitals. Following them, it will make a literature review. Chapter II will describe the history of EU development assistance policy, which is VII divided into three stages: the preliminary stage of EU development assistance policy, the development stage of EU development assistance policy and the adjustment stage of EU development assistance policy. After discussion of this chapter, it is better for us to well understand the historical background of EU development assistance policy. Chapter III is the main discussion part of this thesis, which will evaluate the impacts of EU development assistance policy according to James E. Anderson’s theory. In this thesis, the study upon evaluation on the impacts of EU development assistance policy can be categorized into six aspects, according to James E. Anderson’s evaluation theory. First of all, it will identify the directly affected objects of EU development assistance policy. Secondly, it will elaborate on the intended and unintended consequences of EU development assistance policy separately. Thirdly, it will argue the third-party effects of EU development assistance policy. Fourthly, it will demonstrate the consequences of EU development assistance policy for future. Following them, fifthly, it will examine the cost of EU development assistance policy. Last but not least, it will focus on the tangible effects and intangible effects of EU development assistance policy respectively. Apart from the evaluation on impacts of EU development assistance policy, in Chapter IV, it will make suggestions on the problems of EU development assistance policy. In Chapter V, the main findings will be summarized and some conclusions drawn. Through the above analyses, it will clearly present that the impacts of EU development assistance policy and suggestions on the problems of EU development assistance policy. EU development assistance policy does not only affect the VIII recipients, but also has impacts on EU itself and the third-party currently and in the future. It is my contention that the study of evaluation on the impacts of EU development assistance policy and suggestions on problems of EU development assistance policy are the key for us to well understanding the impacts and future trend of EU development assistance policy.
