中國農民工子女義務教育政策分析 : 以廣州市實行義務教育政策為個案研究

English Abstract

Since the mid-80s of the 20th century, a large population of surplus labor from the rural areas of China has flooded into urban cities, as the economy booms, the urbanization develops fast, and the pace of industrial restructuring increases . The scale of an increase in the rural surplus labor becomes larger and larger and the number of the descendants of these migrant workers is on the rise. Therefore, the corresponding departments of the government pay more and more attention to the education issue of the rural workers’ descendants in the cities. Over the last decade, education policies in China have been greatly changed, both in quality and quantity terms. However, such changes are characterized by fluctuation and discontinuousness . The thesis adopts the methods of text analysis and survey questionnaire and uses Guangzhou City in Guangdong Province as an example to examine the execution of policies on education of the rural workers’ descendants. The education policies can be seen as the compass of the development of the national education.The, scientification and democratization depend very much on the development of education policies. The thesis regards education policies as a kind of vital and unique resources. Through an analysis of the education policies and through an analysis of their execution on the rural workers’ descendants in Guangzhou, the thesistries to find out the shortcomings of the policies and to put forward corresponding measures in order to eliminate the factors which are disadvantageous to the execution of the education policies. There is a need for strengthening the economic basis on which the execution of education policies and continuous improvement of the education system are based. In implementing the current education policies in China, an insight from education administration studies could be useful in reaping economic benefits and social benefits of the education policies.

Chinese Abstract

自 20 世紀 80 年代中期以來,隨著中國社會經濟的飛速發展以及農村產業結 構調整步伐的不斷加快,中國開始加大城市化進程,大量的農村剩餘勞動力開始 湧入城市,規模在不斷擴大,農民工子女的數量也不斷增加。為此政府部門開始 加大對農民工子女在城市就學問題的重視,最近十幾年中國的教育政策無論是在 品質上還是在數量上都有了很大的發展,但是這種發展呈現出較大的波動性和非 連續性。 本文採取文本分析和調查問卷相結合的辦法,以廣東省廣州市為例,對廣州 市農民工子女教育政策執行進行實證研究。教育政策是國家教育發展的指南針, 是新中國教育發展的根本保證。中國教育政策的科學化、民主化,依賴於教育政 策研究的深入發展,以及完善的國家教育決策程式與機制。本文把教育政策作為 非常重要和獨特的資源,通過對教育政策以及對廣州市農民工子女義務教育政策 在執行方面進行的分析,指出其存在的問題,並在研究的基礎上提出針對廣州市 農民工子女教育政策執行方面薄弱環節的對策,以減少不利於教育政策執行因素 的出現。與此同時要加強教育政策執行模式研究的經濟基礎,立足實際,不斷的 完善制度和健全教育機制。在構建中國當代教育執行模式時,要通過教育行政實 踐活動來達到實現教育政策既定理想目標和提高教育政策的社會、經濟效益的雙 重目的。
