Since the reform and opening up, China's pharmaceutical industry has maintained rapid growth which is promoted by capital. However, this mode of economic growth will be more and more constraints, while the growth rate will slow down with time goes by. The change of the economic growth mode in Chinese pharmaceutical industry has become an important issue. However, there are certain limitations in the existing researches. Those researches are often focusing on part of pharmaceutical industry development. Most of them are theoretical and lack of empirical research support. This thesis believes that the technological innovation is the only way of economic growth transformation of Chinese pharmaceutical industry. A combination of theoretical and empirical research analysis is made on the situation of technological innovation in Chinese pharmaceutical industry. First, a theoretical review is made on technological innovation theory and economic growth theory. The direction of economic growth transformation is from the resources promotion to the efficiency promotion. The efficiency comes from the technological innovation. Technological innovation include: new products and the use of new technologies, new sources of raw materials, new forms of industrial organization, and emerging markets. Second, this thesis analyses on the history of evolution and current status of Chinese pharmaceutical industry. Overall, China's pharmaceutical industry has been in a stage of rapid development, but the main constraints are technological backwardness, lack of R&D investment, irrational industrial structure in China's pharmaceutical industry. Then, by analyses the years of development in Chinese pharmaceutical industry, we confirmed that capital is the main driver of China pharmaceutical industry, and pharmaceutical industry shows an urgent need to transform the economic growth. Next, based on the current development, we made a more in-depth empirical analysis to answer what the main driving factors of Chinese pharmaceutical industry in recent years. Study found that importance of technological innovation is increasing. And the R&D, human capital and marketization have significant influence on Chinese pharmaceutical industry development. Finally, considering current constraints of pharmaceutical industry development and the empirical results, the Chinese pharmaceutical industry to promote the economic transformation of China should be both aspects of the government and enterprises; the direction of development is to create a positive and effective environment for technology innovation, and make the enterprise become the main body of technological innovation. Make policy recommendations accordingly: from the Government aspect, (1) The Government should continue to increase R&D investment, while government-owned research institutions need to adjust the research direction and functions focus on a public goods nature of basic research; to fund or R&D form of loans for technical innovation on enterprise support; (2) building is conducive to technological innovation and institutional environment. Through the improvement of pharmaceutical patents and intellectual property protection system, the establishment of diversified investment system, restructuring of public policy to incentive enterprises carry on technology innovation. (3) To strengthen human capital in pharmaceutical industry. From the business side, (1) enterprises should increase R&D investment, and meanwhile they must pay attention on the R&D areas. Generally speaking, in the area of chemical medicines, the main strategy should be imitating-innovation. And in Chinese medicine and bio-pharmaceutical areas, the main strategy should be independent innovation. 自改革开放以来，我国医药行业的快速发展一直维持着以资本要素增长推 动的粗放式发展。然而，这种经济增长方式随着时间的推移，将受到越来越多的 制约，同时增长速度也将必然减缓。中国医药行业经济增长方式的转变，已经成 为中国医药产业的发展中一个重要的问题。但已有的研究存在一定局限性，往往 侧重于局部研究，缺乏对影响医药行业发展的因素所进行的总体性研究，同时其 研究大多处于理论探讨阶段，缺乏实证研究的支持。本文认为技术创新是转变中 国医药行业经济增长方式的唯一途径，并通过理论研究与实证研究的结合，对中 国医药行业的技术创新情况进行了分析。 文章首先通过对技术创新理论以及经济增长理论进行理论回顾。经济增长 方式的转变主要来自由资源要素推动的粗放式增长向由生产效率提高推动的集 约式增长转变。而效率的提高则来自技术创新。技术创新主要包括：新产品和新 技术的运用、新的原材料来源、新的产业组织形式、以及新兴市场。 其次，论文对中国医药产业发展的历史演进以及目前的现状进行了分析。 总体来说，中国医药产业处于一个快速发展的阶段。但就目前现状来看，技术水 平落后、研发投入不足、产业组织结构不合理是我国医药产业发展的主要制约因 素。 然后，文章通过对中国医药产业历年发展进行分析，证实了资本是中国医 药产业发展主要动力，说明医药产业急需转变经济增长方式。接下来，文章对目 前中国医药产业发展的主要推动因素进行了更加深入的实证分析。研究发现，技 术创新的重要性正在日益增加, 研发，人力资源，市场化等因素对中国医药行业 的发展有着显着的影响。 最后，针对目前中国医药行业发展的制约因素，根据实证结果分析得出推 动中国医药行业经济转型应该从政府和企业两个方面来入手，发展的方向是建立 一个积极有效技术创新环境，将企业作为技术创新的主体。并据此提出政策建议： 从政府层面：（1）政府在继续加大研发投入的同时，需要调整政府所属研究机构 的研究方向以及职能，重点集中在具有公共品性质的基础研究上；以基金或研发 贷款的方式对进行技术创新的企业进行支持；（2）建设有利于企业技术创新的制 度环境。通过完善医药专利和知识产权保护制度，建立多元化的投资体制，调整公共医药政策等措施对企业的技术创新进行市场激励。（3）加强医药产业的人才 培养。从企业层面：（1）企业在加大研发投入的同时，要注意研发投入的领域。 具体来说，化学制药企业应以仿创为主，中药和生物制药企业则进行自主研发。 （2）在产业结构上，主动进行并购，促进规模效应的产生。 关键词：技术创新；经济增长方式；医药产业
