Executive Summary Corruption exists in every corner in the world. Both developing and developed countries are fighting against corruption. China has signed the UN Convention against Corruption and is working very hard on fighting corruption in order to safeguard the sustainable development of China. The objective of the thesis is to explore the impact of value, skill and capacity at the level of individual, organization as well as environment on the formation of institutional intergrity in China. The research question is what are the possible methods to enhance institutional integrity in China in different context of individual, institution and environment by examining the capacity/capability (containing thr elements of skills, values/attitudes as well as knowledge/conceptual understanding/insight) of individual, institution and environment. This exploratory study was done through interviews. The framework of intergrity building was established as the main finding of the research. It containd two cycles: the cycle of capacity building process is led by value, value has inpacts on skill and knowledge directly and value also function as the bridge for the interaction between skill and knowledge. This capacity building process applies to all the factors including society, organization and individual; the cycle of intergrity building process starts from society having its influences on organization and individual, while at the same time organization has its impact on individual.
