Legal issues on lotteries

English Abstract

The gambling industry is becoming a more and more important business in the global economic system. It is also a key issue put on the table of the governments of the world, not only because of the large revenues generated, but also the possible social cost; both of these should be deeply considered in the whole strategic development of this industry. Consider the present situation in China: as a form of gambling, the lottery industry needs to be regulated well, but the current legislation is far more than what can be satisfied. This thesis tries to make a simple and clear picture about the basic issues concerning lottery legislation. By referring the experiences of Hong Kong, Macau and other regions of the world, I will comment on the new management regulation of the mainland lottery, which is pending, as well as making some suggestions on the principal points of the regulation.
