The procurement regime for the public sector of the Macao Special Administrative Region is the mechanism that the government adopts as part of its control of the public finance system. Therefore, the main issues are the authorized personnel involved and the rationality of the process. The management of the various public expenditures is a vital tactic for the government to deal with its own economy and as one essential part of the chain. The application of the procurement regime bears an important vision of the government to carry out public policies. It does not simply come out of a pure initiative of buying and obtaining particular services due to the mentioned policies, it also reflects the direction of policy making within a certain time frame. To standardize all management strategies, it also includes procurement policies, means of procurement, channels of monitoring and appraisal making. All in all, establishing an adequate procurement regime simply gives a guarantee to a stable public finance management for the government. This thesis aims to look at the procurement regime of the Macao Special Administrative Region in a revolutionary dimension as the theme of study. Except the introduction and the conclusion, the article is developed through four different chapters. The first chapter mainly introduces the concept of public procurement, and in the second chapter it allows us to have brief understanding of certain major principles. In the third chapter, it focuses on the analysis of the transitions of the public procurement regime and the responsible units for its actual execution. In the final one, I intend to use what I have learnt during the lectures to point out the current problems about the regime, adding my own personal criticisms. Finally, it is my wish that the study of this thesis would provides us a chance to look at the very origin of most of the problems of the current practice and it may offer certain enlightenments to the government as it tries to reform the regime in not that distant future. 澳門特別行政區公共採購制度是地區公共財政管理制度其中一種的體現形式，所以其管理對象是公共支出及其合理性所以其管理對象是公共支出及其合理性公共支出的管理是澳門特區政府管理經濟的一個重要手段，而作為公共支出管理一個重要執行環節的公共採購，必然承擔著執行澳門特區政府政策的使命，所以公共採購不僅是為實現公共政策為主要出發點，更是反映政府財政制度在特定時間內的政策方向，具體規範行政管理的制度，同時還包括：採購政策、採購方式、監督和審核機制等制度。因此，建立完善的採購制度將是創設穩健的財政管理制度其中一項重要的手段。 本文以澳門特區政府公共採購制度改革為研究對象。除序言和總結外，全文共分為四個章節。首章，主要介紹公共採購的概念，第二章簡介澳門特區政府公共採購制度的概念及原則，第三章則集中研究澳門公共採購制度的演變及執行採購機構的情況，最後，筆者在第四章會運用於公共行政碩士課程中所掌握的知識和理論，分析澳門特區政府公共採購制度所存在的問題，並提出個人之意見。 基此，筆者希望藉著對有關制度的探究，從中尋找出導致現存制度問題叢生的根源，從而為特區政府在日後完善相關的制度，提供一定的參考。 關鍵詞：公共採購、政府採購、採購政策、採購方式、監督機制、電子政府。
