我國保健食品管理體制的探討

English Abstract

Abstract With the development of living standard, variance of the disease-spectrum and further understanding of the function of food, healthy food acts as an important role in people's life. Simultaneously, the global healthy food industry (HFI) reveals a rapid development with the increasing requirement of the market. In the past two decades, the HFI developed rapidly in an undee mode, and two peak and two valley periods were presented during its developing process. At the same time, many adverse problems appeared and caused some negative effects. Those caused the HFI became a "damned industry" rather than a "promising industry". The purpose of this study is to propose a suitable administrative system for HFI, so as to ensure the healthy and steady development of this industry and to provide the correct information to consumers. In this study, we first reviewed Chinese HFI development history and American HFI administrative system. Furthermore, according to the industrial administrative theory, organizational theory and economic theory, the reasons there are many problems presently on the HFI in our country were analyzed respectively from the development of HFI, the level of technology, characteristics of enterprises, awareness of consumers and administrative problems of this industry. Based on the reasons which caused the problems, some advices were recommended on five subsystem including object system, technology subsystem, social psychology system, organization structure subsystem and management subsystem for the administrative system in this paper. With the analysis, there are four reasons the HFI presents widely a lot of problems such as exaggerated claims, poor technology, repetition in products, counterfeits and so on. Firstly, the HFI began with out-of-order market, and there was lack of the guides during the development of the industry. Secondly, it was weak on both the basic research and the correlative study of safety and effect evaluation. Thirdly, the consumers are unable to identify the health foods. Fourthly, the force of supervision is weak, at the same time most medial institutions cannot be responsible for guiding the enterprises presently. Therefore, it is recommended that the government should reform the management system by guiding enterprises to manufacture, educating consumer and provider, adjusting befittingly the organization and so forth. 摘要 隨著生活水準的提高、疾病譜的變遷及食品功能認識的深入,保健食品在提高人 們生活品質上起著不可替代的作用,使其市場需求日益增加,從而導致全球保健食品行 業呈现出快速的發展。我國保健食品行業在過去的二十多年裏,呈波浪式前進發展,整 個發展過程中出現了兩個發展高峰和低谷時期。同時行業在發展的過程中也產生了許多 問題,使得我國保健食品行業由"朝陽產業"變為"遭殃產業"。 本文目的是提出適合我國保健食品行業發展的管理體制,以保證我國保健食品行 業的健康穩定的發展,並保護消費者的利益,使他們在購買保健食品的時候能夠獲得準 確的產品資訊。 本课题首先回顾了我國保健食品行業發展歷程,美國保健食品的管理體制,依據 協調交易成本理論、組織理論、經濟學理論,分别從我國保健食品行業的發展、行業的 科技水準、企業特點、消費者對保健食品的認知度、管理部門五個方面分析了我國保健 食品行業诸多問題產生的原因。針對問題產生的原因,本文分别從管理系统的五個分系 统(目標值位分系统、技術分系统、社會心理分系统、組織結構分系统、管理分系统) 提出了建議。 通過分析,本文認為我國保健食品業内廣泛存在跨大宣傳、產品低水準重複、假 冒伪劣產品等問題的主要原因有:一是行業發展從無序到有序,在行業的發展過程中缺 乏引導;二是我國不僅缺乏基礎研究,在安全性有效性評價的相關研究方面也比较薄 弱:三是消费者缺乏對保健食品的判别能力:四是我國政府管理部門執法力量比較弱, 多數仲介組織又還未能起到引導企業生產經營的作用。為此,建議我國政府管理部门通 過加强對企業的引導,加强消费者及生產經營者的教育活动,適當的調整組織結構等一 系列活動來完善保健食品的管理體制。 關鍵字:保健食品,管理體制
