The stipend system to the high middle school graduate students implemented by Macau Govemment since the 1980s. Later, for more and more graduate students want to enter university, Macau Government implements the school loan system to the graduate students. The government established several universities in the 1990's to accelerate the development of Macao higher education. In 1991, under a new University Charter, the predecessor privately owned University of East Asia became the public University of Macao and also another public funded Macao Polytechnic Institute was founded at the same year. In 1995, the government set up Institute for Tourism studies. With these efforts and the contribution of native private colleges, the higher education of Macao gets a very fast development in 1990's. Though the statistical results about the student loan released by the Education and Youth Affairs Bureau of Macau (D.E.S.J) demonstrate that more and more students are applying for the student loan and the desire for a better system is increasing, the current research about this system is poor and the related information is now only limited to the correlative laws, detailed approaches and published statistics, a complete and formal research, especially on the implementation efficiency is lacking but highly demanding, Based on the explore to the student loan system of other place, with the methodology of quantitative research, researcher used two different questionnaires to investigate how is the school loan system running and what is the satisfaction of the loan users about the system from both aspects of loan-in-takers and the loan-repayers. The detailed questions discussed in this research are: I. What are the orientation and expectation of the policy-makers? II. What is the policy about the school loan? III. What about the satisfaction of the loan-in-takers? IV. What about the satisfaction of the loan-repayers? V. What are the disadvantages and shortcomings of the current policy? VI. How to improve and take a better implementation of the policy? At the end part of the research, the researcher gives six pieces of suggestion towards the related administrative bureau and forward researches: I. To improve the examination and admission regulations for making the system more effective. II. To set up a special department to deal with school loan. III. To provide different loan projects to different students according to their family economical-social status. IV. To use more flexible repay approaches for different people according to their repay competence. Finally, the researcher makes suggestions to other related researchers in the student loan system. 澳門政府自八十年代起已設立助學金制度以協助高中畢業生升讀大專院校。其 後，爲了滿足更多人接受高等教育需要，在1991年，購入東亞大學改成公立澳門大學，同年也成立了澳門理工學院、1995年設立旅遊學院。爲照顧到清貧學生的升學，設立貸學金制度。根據教育暨青年局有關大專助學金的統計顯示，現時申請者日多，對澳門特別行政區政府實施的貸學金制度需求殷切。澳門政府實施的貸學金制度相關文獻及研究缺乏，主要是澳門特區政府出版的相關法令、申請須知及統計數字。故此本文通過文獻探討其他實施貸學金制度的國家，並透過問卷調查法，深入研究澳門特別行政區政府實施的貸學金制度。以便了解以下問題: 1. 澳門特別行政區政府制定貸學金之緣起與期望為何? 2.現時澳門特別行政區政府之貸學金政策爲何? 3.正在使用貸學金的大專學校學生對貸學金制度的滿意程度? 4. 還款人對貸學金償還制度的滿意程度? 5. 現時教育暨青年局之貸學金制度的缺點為何? 6.改進教育暨青年局之貸學金制度的方法為何? 本研究根據研究結論，向相關教育行政部門提出四點建議: 1.改善澳門特別行政區政府貸學金制度的申請及審批方式，使之更有效果; 2. 設立專責部門管理貸學金制度; 3.根據學生的實際需要，不同的家庭經濟狀況提供貸款方案; 4.針對不同償還者的能力要求，制定不同的償還方法。 最後，並向後續研究者提出研究建議。 關鍵字: 貸學金制度、教育暨青年局
