The free education of Macao was expanded to 10-years from 1997/1998, and compulsory education will be introduced in the near future. With these improvements, Macao will achieve a milestone in its universal education development. Whether we provide every student with the suitable education system he or she is capable of absorbing, become a key factor of sucess on our education system. No doubt, school dropout constitutes a major challenge of our universal education. We believed that every problem arises on its own social context. Now in Macao, there are negative impacts in social and family environment, such as problems in law and order, media, peer group, social economic, parent communication, broken family, new immigrant. However, the analysis of our school environment reveals many significant defects, especially in schooling capacity, curriculum, teaching methodology, school regulations, student evaluation, teaching load and teacher qualifications. The conditions of our school system need a deeper reformation to response the problem of school dropout. The influence of educational policy has been taking a very important role in Macao school environment. In terms of helping every student to complete his course successfully in school, educational policies of Macao are reviewed and suggestions are discussed in this paper.

摘要 澳門的免費教育的推行自97/98年已擴展至初中階段，義務教育亦即將實施澳門的普及教育發展將進入另一個新紀元。是否人人都能得到適性的教育，成為我們的教育系統成功的關鍵所在，而輟學問題無疑就是對普及教育的一大考驗。每一個問題的形成，皆有其特殊的社會背景。澳門現時的保安、傳媒、文化，朋輩交往環境，乃至家庭經濟、與父母溝通的情況、破碎家庭、新移民等社會和家庭環境都存在著負面因素。研究發現，本澳學校教育環境現時所提供的條件，無論在學位的供求、課程課業、教學觀念和方法、校規和考核制度、教師的工作量負荷、教師質素和教師培訓等方面，都仍需更深化的以學生為本位的改革，才能更有效地回應要求，解決輟學問題。政府大力推行的各種教育政策，包括擴大學校網絡政策；免費教育和強迫教育政策；教師資格和培訓政策；課程改革政策；學生輔導政策；提供多元教育政策和青年政策等，對學校教育系統的運作環境，發揮直接的影響作用。教育政策面對各項環境的情況，因應調適，及時回應現在和將來的要求，成為解決本澳學生輟學問題重要的任務和挑戰。從改善環境，幫助每個學生順利學習的角度，本文對這些教育政策作出回顧和檢討，並提出調適的建議。
