澳門中小學實施"全面品質管理"之意願認知調查研究

English Abstract

The main purpose of this study is to explore the willingness and perception of primary and secondary school leaders toward the implementation of Total Quality Management (TQM) in Macao. This research aims to provide constructive insight into the applicability of TQM in primary and secondary schools in Macao. Survey was the research method adopted and the“Opinion toward the lmplementation of Total Quality Management in Primary and SecondarySchools in Macao” questionnaire was designed based upon theTQMprinciples and skills of schoo! management. A total of seventy principals, vice-principals or administrators were chosen from all primary and secondary schools in Macao as subjects of this study. The collected data was then analyzed with one-way ANOVA to measure the correlation between background variables of school leaders and their willingness and perception toward TQM implementation. Based on the findings, the following conclusions and recommendations are suggested: 1. Conclusions I. Leaders from primary and secondary schools in Macao are willing to devote their effort to improve educational quality. 2. Leaders from primary and secondary schools in Macao know relatively little about the technological aspect of TQM, which required to be improved. 3. Leaders from primary and secondary schools in Macao are only slightly supportive of parents’ involvement in administrative affairs of schools. Better communication between schools and parents is required. 4. There are no significant differences between leaders with different backgrounds over various dimensions of TQM. 5. The leaders are unanimously leaning toward the implementation of TQM with rather high levels of willingness and perception. This indicates that there is a good foundation for implementingTQM in the primary and secondary schools in Macao. II. Recommendations 1. Policy indicators must be established for the preparation of TQM implementation. 2. Run more professional training activities for educators to thoroughly familiarize them with the concept and technology of TQM. 3. Strengthen and promote “Home-School Cooperation", in order to break the communication barrier between schools and parents. 4. Offer supports to schools in order to enhance conditions and positive attitude towards TQM.

Chinese Abstract

本研究主要是探討澳門中小學領導人員對施行「全面品質管理」的意願和認知,為在澳門中小學實施「全面品質管理」提供具參考價値的資料。本研究 以「调查研究法」作爲研究方法,以「全面品質管理,在學校管理方面施行的 原則及要點為研究理論基礎,編製了「澳門中小學實施全面品質管理之意見調 直哥卷以澳門全部七十所正規教育的中小學的校長(副校長或主任)作爲對象進行普查。問卷回收後,所獲資料以單因子變異數進行統計分析,綜合歸納後,得出以下研究結論與建議: 壹、研究結論 一、澳門中小學領導人員願爲提昇教育品質而作出努力。 二、澳門中小學領導人員對「全面品質管理」技術層面認知稍差,有待進一步改善。 三・澳門中小學領導人員對家長參與校務稍有保留,須加強相互溝通。 四、不同肯景變項領導人員在「全面品質管理」各層面上表現差異不顯著。 五、澳門中小學颌導人員對施行「全面品質管理」傾向性比較一致,有較高的意願和認知,顯示在澳門中小學實施「全面品質管理」具有良好的基本因素。 貳、建議 一、制定政策指標,爲實施「全面品質管理」作好準備。 二、開展教育培訓活動,讓澳門教育人員全面掌握「全面品質管理」的理念和技術。 三、加強推廣「家校合作」,以進一步打破學校與家長之間的隔膜。 四、提供支援,以便各校都具實施「全面品質管理」之條件和意願。
