隨著中醫日益在世界醫學地位的提高，市民亦開始接受中醫治病的作用，改變以往只認爲中醫只是保健功用及辅助治療的健康熊度。由於廣大市民開始接受中醫的治療作用，作爲一個負責任的政府，應以監管、鼓勵和促進的角色，制一套科學化、规範化的中醫管理制度，確保中醫服務的執業水平，確立中醫的專業法定地位，保障廣大市民的健康。 本論文的研究目的是希望通過瞭解其他國家及地區的培訓及執業中醫註册行政體制，通過比較研究本澳中醫執業制度及培訓制度之不足和差距；提出相關的建議，從而建立一套符合本澳實際情况需要的科學化、規範化的中醫學體制。随著规範化制度的设立，使中國傅統醫學的標準及質素得以統一，保障市民的健康及中醫在本澳的發展，從而走向世界。 而所採用的研究方法是以質性研究方法為主；採用文獻收集、訪問等方式收集資料。應用了政策研究法，以政府官方網站上刊载的法規性及政策性文件爲主要研究资料，分析比较與本地區歷史及政治環境相類似的地區，如美國、中國、香港、新加坡及台灣等國家及地區的中醫藥行政體制及培訓制度，藉以借鏡别人的成功經驗，取長補短，避免在改革道路走上彎路。同时亦應用文獻探討法對澳門目前的資料及法規進行深入的研究，爲本文的研究提供有效的論據。 同時亦通過介紹澳門目前的中醫藥發展情况，並嘗试分析澳門執業中醫註册制度及培訓制度現存的問题，其分别表现爲執業人员質素参次、註册制度未能配合中醫業目前及将來的發展、缺乏醫生業考核制度、監管及評核制度不完善、缺乏持續培訓制度、中醫教育缺乏優質師資隊伍及中醫畢業生前途不明朗等。並提出設立規範化註册制度的必要性及重要性，以及開展中醫學繼續教育的意義及原则等方面提出論證，從而爲本澳制定一套科學化、規範化的中醫管理制度的建議提出依據。透過將制度完善及規範化，使本澳的中醫醫療水平和質素在目前基礎上繼續發展及提升，並推動本地區的中醫發展走向世界，面向世界。 在面對社會需求的改變，中醫業發展的改變，政府必須對中醫藥業進行科學化、現代化及規能化的管理。本文試以現代管理科學理論及参照祖國及其他地區的中醫管理新理論、新方法、新技術為基礎，結合本澳中醫學正在轉軌、變型期存在的一些具體問题，從多角度系統地闡述中醫執業管理及持續教育的管理理念，提出改善建議和應對措施。 澳門人才及資源均較缺乏，在中醫學的發展上，必须依靠香港、内地，以至台灣的合作和幫助。特區政府必须要善用其歷史及地理的優勢，與香港及海峽兩岸業界與學界各機構進行四地的合作互補。在與欧盟及其他葡語系國家中發揮橋樑、溝通的角色，宜揚中國傅統醫療文化，這不但加強了澳門國際的地位，也爲推動中國傅統醫療文化面向世界作出貢獻。 關鍵字 中醫學教育 繼續教育 規範化管理 註册制度
