This thesis is one part of the topics named "the Development Strategy of Chinese Health and Medicine System Innovation" which are held by the Chinese Medicine-Science Institute of University of Macau. This topic bases on the macro policy of the Health and Medicine System Innovation and health resources disposition, start with the analysis of micro problems in the purchase and management of domestic hospitals' medical devices by using the principles of hospital management, health economics, law and finance, viding correlative literature review, consulting concerned policy, comparing and typical case investigating, in order to analyze the urgency and restricted factors of medical devices leasing in China. The topic tries to probe the feasibility and the largest financial profits of the leasing by searching successful experiences of international medical devices leasing and other domestic industry devices leasing, then advise the development strategy of our country's hospitals' medical devices leasing. It starts with the supply and demand of Chinese existing purchase mode of the medical devices by literature review. Through analyzing the necessary factors in building an efficient flat between supply and demand of the medical devices, the topic suggestion that medical devices leasing is an effective tool of solving the concern of purchase management, and also promoting the synchronous development of supply and demand of medical devices. By comparing the leasing modes to the existing purchase modes of hospitals' medical devices internal (such as own financing, financial appropriate funds, bank loan, divided payments and cooperating management), it analyzes the advantage of the the financial leasing mode. On the other hand, it probes the superiorities and operating methods of the machine leasing mode by comparing with the modes of other domestic vocations' devices leasing. By using specific case study and researching on the domestic and overseas manufacturer and financial leasing companies' typical case, the topic will analyze the risk of devices leasing and financial leasing, as well as its resolving method. Then it provides a practical way for our country's medical devices leasing. Researching on the actuality of domestic and overseas financial leasing industry, medical devices industry, hospital management, and medical devices leasing industry, relating to the development characteristics and actual demand of domestic financial leasing industry, hospital management and medical devices' selling strategy. It is looking for the factors which restrict the establishment and development of internal hospitals' medical devices leasing. Relating to the governmental acceptances about financial leasing and medical devices when we attend WTO, relating to the opportunities and challenges brought to the management and financing modes of hospitals by the unfaltering actualization of National Health and Medicine System Innovation, and using the successful experiences of overseas financial leasing industry, medical devices leasing industry and other internal vocations' machine leasing for reference, it brings forward the development strategy of native hospital medical devices leasing industry. Consulting our national macroscopic health policy and microscopic hospital manage mode, "the Development Strategy of Hospitals' Medical Device Leasing" adopted method with "There Step". First, it started accumulating experiences from traditional leasing of medical devices in hospitals. Second, we actualized the combination of traditional and financial leasing. Third, we will carry financial leasing into execution. Then gain our ends that improving the management level of domestic hospitals' medical devices purchase, developing National Health and Medicine System Innovation in depth and accelerating medical devices industry as well as financial leasing industry. 本課題是澳門大學中華醫藥研究所“中國衛生事業與醫藥改革發展策略”系列課 題之一。本文立足我國醫療衛生體制改革和國家衛生資源配置的宏觀政策,從分析我國 醫院醫療器械購置管理的微觀問題入手,運用衛生經濟學、醫院管理學、法學、金融學 等原理,結合文獻研究、比較研究、個案研究、策略研究等方法,深入分析發展我國醫 院醫療器械租赁的迫切形勢和制約因素,探索發展我國醫院醫療器械租賃的可行性和最 大經濟收益,結合國外醫療器械租賃和國內其他行業機械租賃的成功經驗,提出我國醫 院醫療器械租賃的發展策略。 運用文獻研究的方法,從我國醫療器械衛生資源的購置管理現狀的供給與需求兩個 角度入手,通過分析在醫療器械供需之間建立資源高效流通平臺的必備因素,提出醫療 器械租賃是解決目前我國醫療器械購置管理問題,以及促進醫療器械供給與需求共同發 展的有效手段之一。 運用比較研究的方法,通過醫療器械租賃方式與我國醫院醫療器械現有的其他七種 購置方式,如與自有资金、財政撥款、銀行貸款、分期付款、合作經營、股票、證券等 方式的比較,分析醫療器械金融租賃方式的優勢;通過我國其他行業現有機械租賃,如 飛機租賃、工程機械租賃等方式的比較,探索器械租賃方式的優勢和操作方法。 運用個案研究的方法,通過對國內外廠商租賃和金融租賃公司的兩個典型案例的研 究,分析設備租賃和金融租賃風險及其控制的方法,為我國醫療器械租賃提供可供參考 的操作辦法。 運用策略研究的方法,通過對國內外金融租賃業、醫療器械產業、醫院經營管理、 醫療器械租賃業現狀的研究,結合我國金融租賃業發展、醫院經營管理、醫療器械產品 銷售策略的發展特點與實際需要,尋找建立和發展我國醫院醫療器械租賃業的制約因 素。結合我國加入WTO 有關金融租賃和醫療器械等方面的政府承諾,以及國家醫療衛 生體制改革的穩步實施給醫院融資方式和經營管理帶來的機遇與挑戰,借鑒國外金融租 賃業、醫院醫療器械租賃業、以及我國其他行業機械租賃的成功經驗,提出我國醫院醫 療器械租賃業發展策略。 “中國醫院醫療器械租賃發展策略”以“三步走”為實施步驟。結合目前我國宏觀 政策與相關行業微觀管理辦法,第一步實施醫院內部的醫療器械傳統租賃模式,以便積 累經驗;第二步實施傳統租賃與金融租賃結合的模式;最後實施醫院醫療器械金融租賃 的模式。希望以此發展策略達到提高我國醫院醫療器械購置管理水準,推進國家醫療衛 生事業體制改革縱深發展,以及促進我國醫療器械業、金融租賃業發展的共贏目的。 關鍵詞:醫療器械 租賃 策略
