As the medical system of Chinese people, traditional Chinese medicine is the summary of their experience in struggling against diseases in the past thousands of years. To date, the medicine pattern has transformed from biomedicine to biology-psychology-social medicine and the treatment of diseases has developed from mere treatment to Health Promotion combing disease-preventing, health care, treating and rehabilitating. Additionally, in current medical trend of returning to nature, TCM has found increasing favor in people's eyes. However, the difference between western and eastern culture as well as their total different medical system results in the limited understanding of TCM and the doubt about its effect along with a lack of confidence in TCM utilization. Among these, what's most serious is the inadequate knowledge of TCM's economic and technical values, which leads to the confined practice of TCM and incorrect evaluation of its effects and values. This study is carried out under the guidance of different research methods of document summarizing, expert interviewing, comparative analyzing and case analyzing. Firstly, the writer attempts to have a comparative research on the economic values of TCM and western medicine, which focuses on those countries with different medical system in terms of those listed below--- governments' investment on people's heath care, its deployment, the rate of utilization together with the application range, features, economy of Chinese medicine and western medicine. It is safely concluded that TCM has distinguishing features and advantages in that it can provide people with more ways of medical treatment, lower people's health expenditure, lighten the load of the country, society and individuals, spread the covering of health service and play a more effective part in health service. Secondly, by analyzing the effect of TCM on the sectoral economy, its developing tendency and the comprehensive cost and value, it is noticed that the influence of TCM on sectoral economy is not as great as that of western medicine but it's superior to western medicine in scope and developing tendency; meanwhile, TCM is more likely to keep sustainable development as a result of its closer combination with nature. Thirdly, the writer makes an analysis on the specialties of TCM together with its advantages. some possible or potential clinical diseases which prefer TCM treatment are picked out as a result of consulting documents and experts. And then, after analyzing those typical cases, the specialties and advantages of TCM are clearly defined and its position in human health career has been clarified. 傳統中醫藥數千年來作為中華民族的醫療體系,是數千年來中國人民與疾病 作鬥争的經驗總結。當今社會,人類醫學模式已由“生物醫學”向“生物- 心理 社會醫學”模式轉變,疾病治療也由過去的單純治療轉變為預防、保健、治療、 康復相結合的健康促進(Health Promotion, 簡稱 HP)。而在人類要回歸自然的 潮流中,中醫藥越來越受到更多的青睞。但是由于東西方文化的迥异,兩種醫學 體系的截然不同, 現代醫學對中醫藥的認識還有局限, 對中醫藥的作用存有疑慮, 對中醫藥的使用存有戒心。其中最重要的是對中醫藥的經濟和技術價值的認識不 足,因此中醫藥的應用受到限制,不能正確評價中醫藥的作用和價值。 本課題采用了文獻綜述、專家訪談、比較分析及案例分析的研究方法,首先 對中西醫藥進行了經濟價值比較研究,通過對不同醫學體系國家對健康事業的投 入情况、配置情况、覆蓋情况、使用效率,以及中西藥應用範圍、特點、經濟性 的比較,認為中醫藥有其獨到的特色和優勢,不僅能為人們提供了更多的健康選 擇,同時也有利于降低健康服務費用,减輕國家、社會和個人的負擔,擴大衛生 覆蓋範圍,在健康服務中能發揮更大的作用。其次對中西醫藥對產業經濟的作用、 趨勢以及綜合成本與價值進行了分析,發現中醫藥對產業經濟影響的强度不如西 醫藥,但是廣度和發展趨勢遠遠超過西醫藥,同時中醫藥與自然環境的結合更為 緊密,更能保持可持續發展。其次,對中西醫藥的特色和優勢進行了分析,通過 文獻分析和專家調查,初步確定中醫藥可能或潜在的優勢臨床病種,然后通過典 型案例,闡明中醫藥的特色和優勢,對中醫藥在人類健康事業中的地位做出准確 的定位。最后通過以上分析,對中醫藥發展提出幾點建議:(1)發揮中醫藥優勢, 建立新型的醫療衛生保健體系;(2)加強中醫藥基礎研究,明確中醫藥的優勢; (3)加强中醫藥國際合作,特别是政府間合作,促進中醫藥國際化;(4) 突出 特色,服務健康。 關鍵詞:中西醫藥 經濟價值 技術價值比較
